So why not teach that Evolution is not a Universal Belief?

Because Intelligent Design is a religious belief, NOT a fact, and NOT a science. It's not real. If you want to include that, then you must also include the creation account for EVERY RELIGION, including the Flying Spaghetti Monster, and under the heading of Religious Myths.
