Computer Error Read/Writable Files?

I cant put a background for my Windows 7 PC. I cant fix a picture... I cant create a playlist.I cant load saved game files on most games...but I am administrator...sometimes i get an error that tells me that the files are only read.... how can i change my pc to read them and fix them like any computer.. on my father's account, everything is working
