Have I been duped by a police officer ("cyberbullying" in Michigan)?

It could well be a local law. That's different from a federal law where the president would be involved. Some places are cracking down on cyberbullying after the consequences it's had in recent years. Your research may have been out of date, the law is likely to be new if it exists. Or it could even just be in your city rather than the state.
