Why is IP always used with TCP and not with UDP protocol?

wrong question, both being used used by services simultaneously like for dns 53 port no. is used both for tcp and udp so as 80 for tcp and for udp 80 for udp ACTUALLY udp in practically for urs local connections and tcp for for wan connections because udp is connectionless and tcp is connection-oriented :-)
