When someone emails me at my different account thats not yahoo can thoses emails go to my yahoo email?

You can if those other emails allow forwarding but most free email accounts will forward all email not just those you want to be forwarded so if you give someone your address to another account and have it forwarded to yahoo, it will get your yahoo email but if that person gives your email address to spammers those will get forwarded too.
