How to make a winter paddock?

Ok so i want to make a winter/fall paddock for my horse. I want to put gravel and hog fuel in it so the mudd and dirt doesn't come through. The problem is that my dad thinks that the gravel and hog fuel will eventually turn into mush. Will this happen? And if so how can i prevent it from happening?
